Inside the battle calculation

I am looking at the "Gustav" gun on the Midwest USA scenario. I noticed it has HUGE stats but still only performs slightly better than an art with 1/5 the stats. How exactly are the huge stat units calculating damage ?

Rate of fire for super heavy artillery pieces are low. The 'L' hotkey combat log has some details on this feature.
