Why Infantry often do not retreat in cities?

I noticed that defending infantry often do not retreat even though they are reduced to say 1 strength. I think I have only seen it happen (quite consistently) for infantry defending cities. Am I missing a rule? Why aren't they retreating?

Units will never retreat if their entrenchment is greater then 0.

Well it would seem silly for infantry to leave a city, only to get plasted out in the open.

Oh I agree - actually I quite like that feature. Things like this and other combat improvements have really made the game better.

I believe this was how it was in PGIII too. You had to fully remove entrenchement AND yellow-line the unit.

No Rugged Defense in PGIII, but I don't mind that it's back. Makes units like pioneers more interesting strategy wise...
