About Romania changing sides

In a game I am playing the Soviets have conquered Bucharest and Romania accordingly has changed sides, however the Romanian territory is marked as Western Allie, so that Soviet units can´t be railed to Bucharest, is that WAD?

This is a game engine problem. Only the western Allies are able to have "minor" Allies, i.e. Romania becomes a western Allies controlled minor country. But I agree that this seems not reasonable if the Soviets conquered Romania.

Its true about game engine.
But with new minor rail feature you still able to rail within Romania and Bulgaria (even soviet units) as long as you need it.

The problem is that we earlier coded so Russian units can't rail in western Allied controlled hexes and vice versa. This was done to prevent fast rail of Allied units from Iraq and Persia to southern Russia. That was not possible due to the mountains there.
You will notice the same late in the war when the Russians and western Allies link up. Then you can only rail to cities belonging to the same side as the hex you're standing on.
So if the Russian units on Romanian soil (western Allied controlled) can rail to cities under western Allied control, but not Russian control. Russian units on Russian controlled hexes can rail only to cities controlled by Russia.
The game is made to have 2 sides only and UK is the faction leader for the western Allies unless conquered. The USA will become the faction leader. So USSR is partly part of the western Allies, but also a separate faction. THAT is what creates the problem. Only the western Allies can control minor powers because the side is either Allied or Axis. The faction leader controls the units of the side.
So Russia won't be able to get control over a minor power since UK is the faction leader. Russia can capture hexes from the enemy side or conquered minor powers, but they can't have Allies under Russian control. It's a big job to change this and it can introduce a lot of bugs, so we've decided not to.
