How many bases would make up a legion in this army?

Depends on the scale you're playing at really. With 5000 men to a legion an 8 base BG gives you 625 men to a base.

Measurements in the rules seem to be scaled on 250 men to a base, so ~20 stands for a full strength legion. Probably closer to 16 stands for a field strength legion. 12 or less for, say, some of Ceasar's vets after long campaigns (9th and 10th legions a Pharsalus).

OK, that's interesting.
So how many chariots would you say a heavy or light chariot base represents?

There is no fixed scale, it depends on the army. I think the army lists for romans give some guidance?

Heh, when someone discovers an Assyrian military manual specifying the typical formation density and depth of a chariot force, this will become much easier to answer. Based on the missile ranges, ground scale (with quite a bit of fudging found in all wargames) is about 1:1500 for 15mm, so I guess the question is how many chariots can manouver comfortably in a 60m frontage, and how many lines would they be deployed in?
Of course, the rules themselves suggest not overly worrying about bottom-up design scale, but instead focus on representative forces, so YMMV.
