What kind of fool am I?

Here are a few really basic questions:
1. During the Interphase, how do players handle their respective moves? The rules say these happen simultaneously, but what about the back and forth for, say, moving generals? Do the players alternate (i.e., I move my CinC, you move your CinC, etc.)? I suspect that an opponent's interphase movements might influence the player's own interphase movements, e.g., if you shift your general to the right of the BL, I may want to follow suit. AFAIK, the rules do not state how these micro-decisions play out.
2. As to the points costs for infantry, are these uniform across HF/MF/LF of equal armor and quality? The chart indicates that Protected, Superior MF and Protected, Superior HF cost 7 points. Is that correct?
2.(a) If so, I submit that reordering the army list column headings and/or the troop identification notes to the following:
Type - Armor - Quality - Training - Shooting - Impact - Melee
This way, the initial base cost is easier to identify and the reader/player does not need to hop back and forth when making/checking an entry in the Order of March. Indeed, these items might be abbreviated as the "TAQ" for a base. For example, the cost per base for Hannibal's African Spearmen would change from
HF, Offensive Spearmen, Protected, Drilled, Average
to
HF, Protected, Average, Drilled, Offensive Spearmen (for a cost of 5 + 1 + 2).
I have no doubt that more dumb questions will come, but this will do for now.
