I would think stats are much different. Although I've never checked the actual numbers because I assumed that Pioneers are dotrinally equal to sappers (used to breach obstacles and fortifications - in game I found that they're good at attacking cities). While Grenadiers are assault infantry equipped with MG's and anti-tank weapons.
On a side note - When I reached France, I upgraded all of my Grenadiers with Half Tracks. Mechanized Greandiers are good.

The Grenadier has +1 Initiative and -2 Hard Attack compared top the Pioniere. Also the Pio can ignore entrenchment and gets a bonus attacking forts.

pioneers will never get a rugged defence against them regardless of where their target is defending. This does not apply to the bridge troops though, only the pioneers.
Grenadiers have better soft and hard attacks than regular infantry units do, I guess some AT Rifles in the early years, Panzer Schreks later on. They can still face a rugged defence which usually means you do less hits to your enemy and might take a pasting yourself, although sometimes you get lucky and do not take too many hits.
