Neural country/ hexes are created using the editor. Its the hex that is Grey.

Sorry i didn't mean Netural country borders just normal borders.

Wasn't sure what you were looking for.
So far no borders, but many countries used rivers.
Improvise! Use rivers and roads as a border.

Geopolitical boundaries often don't have physical representation.... so how should they appear and what would their purpose be?

Well i was going to make fictional scenario based in N ireland and another fictional scenario where the germans ignore switzerland neutral status and invade anyway but without any indication of what belong to who besides towns and major cities it's abit pointless.

You could name hexes (Swiss border etc.) and use zones in the editor for prestige or other events.
