Can they shift to turn

In the picture above the column of cataphracts with one base at and angle want to wheel to miss the LH to their front. There is not enought room to do this so they want to shift by up to 1/2 a base to avoid the LH. But this is NOT a simple shift sideways because the column has to shift backwards to make room for the front BG to shift sideways.
I let 'honest' Dave R do this was this right?

I would have no problem with it. The front base is shifting and then you can wheel (gettit) in all those old rule writer excuses in about bases being too deep at scale and all that.

Hang on! It was me who thought i couldn't do it, which is why in the end i turned 90 degrees.

Yes, seems reasonable to me that they can shift up to half a base width. It's an advance and they avoiding clipping friends.
