Just curious as to why this was dropped for skirmishers?

In FOGAM javelin and LS went pretty much hand in hand for skirmishers. Is this simplification or was the Renaissance javelin lighter and thrown then followed up with sword as appears to be the case from the rules?

Impact phase POAs for foot vs foot are in general 1 POA less than in FOGAM. If LF javelinmen had kept their Light Spear capability it would have over-rated them relative to other troops.
