I had a tank in a city. behind the city was a river. in the air, i had planes behind the tank over the river. the tank was suppressed and attacked by a 1 strength enemy infantry. Rather than retreating into the river, it surrendered. Is that supposed to happen?

I'm not sure if my planes were counted as units and prevented the retreat, or if it could not retreat into the river?

Planes should not prevent units from retreating. Maybe it was a major river? If not, I need to look into this. Do you have a save illustrating this problem?

sorry, it was allied turn, so a save would not show it. It happened at the very beginning of low countries. The city was leige, the river (looks pretty fat) to the east is the one it would not retreat to. I had a unit in the bridge, but the river hexes to the south and south east only had planes in them. I was attacked from the northwest.

The planes over the river were both paratroopers, could that be a factor?

Ah, this explains it. This "fat" river is major one. Tanks and in fact all other units cannot go across major rivers, this includes both normal moves and retreats. If you try it you should see that on your own turn the game won't allow you to enter major river hexes, unless there is a bridge there.
