If a BG of skirmishers has not enough move to fully interpenetrate friends even with the 2MU bonus, does the other bullet "in all other cases"" apply? Meaning that we put on the far side those bases that reaches the friends bases (without the 2 MU bonus) and the ranks thats didnt reach the friend BG are just putted on the near side?

Second question with the illustration: what about those bases that do'nt have any problem of interpenetration but are part of a BG who is interpentrating:

becomes ?

I believe so - yes.

And in the picture I believe it is the first one.

Being pedantic I don't think either is correct. The base that does not interpenetrate just goes its move distance, unaltered by interpenetration, so will end up somewhere half way down the BG being passed through by the other bases.

Then providing they are not beaten to death by the pursuers they reform

Its not pedantic its just logical and sometimes it may have consequences

If the chargers contact at that side they would probably be able to step a base forwards into them.
