Slitherine

Hello, today i ve played this Map with my buddy. He played the Soviets and he cant buy new units.
Even after i destroyed his whole Airforce and some ground Units he cant buy new units ... prestige was no Prob ... something around 3,8k Prestige.
I ve played the Germans and i was able to buy new units, this seems to me like a bug. Or is this by Design????

Design. Allied player starts with a core size much smaller than his starting force on that scenario.
