Decisive versus Marginal Victories

Perceived Problem
Somehow, I am confused where the line is being drawn on whether or not you get a Decisive or Marginal Victory.

My Thoughts
There are many missions that I have had multiple turns left, zero enemies, everything captured, and yet somehow still only gain a marginal victory. Even if I rarely lose a unit over the entire mission, this seems to not matter. So, either the bar for a decisive victory is set insanely high, or am I missing something.

I know when I win a mission by the skin of my teeth, so that marginal victory I have no problem with. It is clear to me, as the player that I only deserved a Marginal.

However, when I steamroll a mission, either with veteran and/or advanced units, good strategy and clear the mission with plenty of time, etc and I am given only a Marginal, then I get confused.

So, is there some mechanic that I am overlooking, or is this possibly a bug? Although, not seeing many topics on this, I am assuming the former, unless no one has noticed this.

Possible Solution
Give the players some idea, post mission, to let them know how close they were to a Decisive Victory. Another idea is to say during a mission brief that x days, y objectives, and z losses will be considered "Decisive".

With RC2 this should be fixed as Victory conditions are displayed every turn.
