ships and ports bug

Maybe this has come up, but if not, I have something that should be fixed.
In the Norway Campaign, the northernmost port, I killed the defender, but did not move in. The computer put an allied ship in the port, with ships behind it. I attacked the ship and it scuttled. Curious, I did not move into the port with my units, and found that each turn, the allies would put a ship into the port. I sank several.
I think the AI should be set not to move ships into ports to avoid this exploit.
p.s. has the bug where you take all the Norway objectives and the game won't end been fixed? It is keeping me from continuing a campaign game. I'm trying for a decisive in Norway so that I can go after England.
