Paris falls, a bug o a misunderstanding

Playing allied side vs AI.

The front line is at Belgium, I moved the Paris Garrison to another place, and when ending the turn, Paris falls and France surrenders without any German unit onto or near Paris.

Is it normal? am I missing something?

I've a copy of the saved game where it can be seen Paris owned by Germany, rear the front line, just the Paris Hex.

There's a date, which I believe is in August 1940, in which if Paris is empty that the allies will offer the armistice. This was put in place to prevent the axis from forstalling the actual fall of France to their own ends. For example, they could destroy all French resistance and keep them in the game to conquerer French North Africa and Syria.

We had examples of some games where Germany artificially kept France alive by ignoring to take Paris so they could destroy all French units and e. g. invade Spain from a broad southern French front or invade an empty North Africa to quickly finish France and get Spain on their side.

The French can now counter this by destroying the unit in Paris with suicide attacks or moving out of Paris. The French will never do that if they hope to last longer. You can freely move a unit out of Paris if you move another into Paris.
