I was playing the the 1939-45 campaign Norway scenario and on Game turn 11 eliminated all enemy units and occupied all towns. The game continued on for 3 more turns then posted a Marginal Victory. Is this a bug ?

There is a bug on the Norway map with Victory Conditions, so thanks for reporting, will be solved.
