The rating of Cossack foot in the main Cossack list is:
Medium Foot / Unarmored / Average / Arq or Musket

The rating of Registered Cossacks in the Polish list is:
Medium Foot / Unarmored / Average / Arq or Musket / Swordsmen

I was under the impression that the registered Cossacks were simply a subset of the men generally under the Cossack banner. Those numbers fluctuated considerably year to year but the pool of men between the groups was the same.

Is there a different dynamic going on that I am missing? Is this an oversight or minor inconsistency between list authors?

In the Polish list that line is for both Haiduks and registered cossacks and has the option to take them with or without sword. In other lists Haiduk have a sword so I think the option translates to "take Haiduks (with sword) or cossacks (without) but don't take more than 24 altogether". Whether that's reasonable historically I'll leave for others to say - but I don't think there is inconsistency between lists.

I suspect you're right. I probably leapt to a bad conclusion, which is why I was asking
