Building SS Units per Manual

I've been looking at the final version of the manual (5/14), since I previously downloaded the game per the beta forum and have just been upgrading. So it's possible this was subsequently changed. But I noticed that Rule 26.2 does not state the additional requirement that units being upgraded to SS be within the German "home" territory. This rule is stated in the separate section for paratroopers.

This was a subsequent condition that was added in and one we forgot to capture in the documentation. A unit must be in a core hex of its own country to be eligible for upgrade to airborne (garrisons only) or to an SS unit. Of course it has to meet all other requirements captured in the GS manual too.

By the way, isn't it nice to have the game engine enforce the game rules. I occasionally visit a forum on Avalon Hill's 3rd Reich game and over half the posts concern the rules. It's apparent to me that these folks spend a lot of effort and time parsing over and interpreting the rules. It's also clear that when I played this game regularly 30 years ago that I played with the wrong interpenetration of a number of rules.

Also, isn't it nice having the game engine manage setup, all unit counters and keeping up with all the bookkeeping. Add I don't have to worry about someone bumping into the board and knocking pieces around or having to make space to keep it setup.

Yup, comparing CEAW and AH3R is like a biplane vs. a jet fighter! Did you ever play Dunnigan's SSPI games? Very detailed and realistic, but playability sometimes was weak.
