Finnish Armistice

Section 120 states Finland will agree to an armistice "if 2+ cities in Finland / Estonia and <6 Axis units are present in Finland".
Does this mean that if Talinn is Soviet-controlled the Soviets only need to take one Finnish city?
And assume that Axis units in Estonia do not count toward the Axis units provision.
FYI I nearly lost Finland due to my ignorance of this rule...
