Question....When BG's become fragmented when do you award the attrtion point?

I'm not sure about that. Does it say so anywhere in the rules?
In any case, whether either or both armies have broken is determined only at the end of each phase, so even if you count the attrition points as accruing during the phase they would have no effect until the end.
i.e. if both sides are 1 AP away from breaking, player A has a BG fragged first, then player B has a BG fragged, the result is a draw, not a win for player B. (I'm guessing this sort of situation may have been behind the OPs question?)

What if the fraggmented BG does not rally at the end of the phase/turn, will another AP be counted against that BG if they do not rally in the following turn?

A fragmented BG only ever counts as a total of 1 AP lost. So regardless of how many turns pass (with the fragmented BG failing to bolster), the BG only ever counts as 1 AP lost when counting up to see if the army is broken.
