During the deployment phase i cant overstrength my veteran units, i can only reinforce to 10.
Is this a bug or by design?

Hm.. combat log would be better than screnshoot of units after action (hit L key). Radars give +1 initiative to friendly units. Experience gives bonus to units but in some cases attack and defense ratings are moving on the edge like in opening stages of war so it is hard to kill a unit with two or three shots which was done to save player from his losses. Do note Bf109E has stronger AA than Bf109F but initiative and defense values differ as well as range. From combat experience I would say Bf109E is better. I attacked in turn 8 one Spit on 10 with my 4 core Me109f ...
1. I surrounded the Spit with all my Me109f
2. I attacked wit my 12 Strength Me109 than with 2 x 10 Strength Me109 and at least with 1 x 9 Strength Me109
My Me109f 1 x nearly 3 Stars, 2 with nearly 2 Stars one blank bought at the begin of sealion, the Spit was blank without Exp
Outcome ... i lost 4 Points of strength ... the Spit lost 8

was this a really lucky Spit??? Balance Problem? Or this this ok? i ever thought the Me109 and the Spit were equal? If they are equal than this outcome isn't ok ..
