On Leaders

I was thinking, when I first heard of Slitherine implementing leader skills\abilities, of a unique (for this gametype) yet fair way to apoint those abilities. I am a big fan of the "perk" system in fallout.

Can this be implemented here in a format that allows for the player to pick a "skill-set" from a list, but the skill-set picked can not be had by more than two leaders at a time. Say 10 varied combat related skills, and a few logistical related from which to choose. One "perk" per Leader.

If a leaders unit is destroyed, so is the leader, and that "perk" is:

1) Permanently Lost or
2) Able To Be Chosen Again or
3) Unavailable For The Rest Of The Scenario But Able To Be Picked Next Scenario
