Keil reforming

Had a game on the next table.
A 14 base Keil got hit in its side. It was 2x7 at this time and was struck by 2 bases on files 4 and 6.
Impact nothing mattered. So now in manuver phase it can reform.
Page 94 left column first bullet.
"final position must be as close as possible to position and formation prior to reforming."
My suggestion to the two players was use best judgement. But it was remarked that while they agreed not everyone will be so agreeable.
I believe they dediced it turned 90 degrees. Which effectively made it 3 wide and 4 deep plus two halbrediers in rear.
So how would you do it? Try and keep the old front intact. Or since it was 2x7 it should be 2x7 before feeding bses. But that would effectively moe the front back as files 1,2,3 were not in contact.
Is there any procedure ideas or are stuck with best judgement and don't be disagreeable?
