Tricky FoW

Anyone can explain me, how and why I see this 2 italian units near Tobruk? Closest unit is sub (0 ground spotting, yes), and they are not at board of neutral country (you often see units which came to border of neutral country, yes?).

Kidding aside; I saw the same "feature" in our playtesting. I've also seen similar sort of "features" over the years that happen rarely. I remember a game once where a US SAC changing base from Greenland to Canada "overflew" a hidden sub and uncovered it. I was then able to attack it. My suspicion is that these occassional and rare FoW features, or bugs, have been present in the vanilla game all along and manafest when who knows what set of conditions occur. These types of bug are a bear to track down since they happen so rarely. I guess when they do happen it can be chalked up to the uncertaines of war ... in this case allied spies.

I this is related to routine used to "swap" units. I think it removes the units from the map and them places them in their new positions. It is the placing action that makes units visible for the turn. I think the same thing also happens for ferried units.
I had meant to report it myself during play testing but it wasnt a big enough deal for me to remember to do it
