New game mode

Hi

In many games there is a multiplayer game mode base upon rules:
- players agree upon amount of money spend on units independently
- each player buys units independently
- example deployment rules are : 5 hex from W border for player 1, 5 hex from E border for player 2
- victory conditions can be : kill all enemy units, kill more units (consider "amonut of maney spend" , defend victory points, etc

Implementing this should not be very hard while PzC will have completely different game mode then classic PG

We can do something similar already, except the amount of prestige is determined already in the game.

How can I test it using hot-seat multiplayer ?

If you let players to decide about prestige spent players will balance game as they like. This is much more flexible then set prestige per map.
