Air cover

While playing the game I had a bomber and a parashut unit adjacent to a fighter plane, both were the bomber and the paras were atacked and the fighter didn't provide cover, it did have ammo

I have seen similar things, it is similar to attacking a naval unit with a sub and not seeing or hearing anything, perhaps the air unit just did not score any hits

I had this happen to me also. I had tow or three bombers next to a fighter. The fighter supported the first attack but did not support the other two. It stayed at the same level and condition as the first attack.

Every fighter can provide cover only once per enemy turn.

Even the AI? I attacked a bomber and the fighter supported all three attacks.

I don't have any code to treat the AI differently from the player, so yes, AI is also subject to this limitation. If this is different in your experience, it is a bug and I need more information on this issue - screenshots of combat logs (L hotkey after combat) or ideally a saved game. You could use autosave created at the beginning of your turn.

Sorry there Rudankort I'll remember to take a screenie next time same issue in mine and also playing the Polish campaign I surrounded the polish bomber on three sides (two 109 and a 110 unit) and it escaped through the ZOC with no attacks against it, yes all aircraft had fuel and ammo.

Also same applied to surrounding 6 hexes from my fighter to protect air cover against marauding polish bomber and fighter

In PzC air units do not project ZOC, and so the only way to block enemy air unit from escaping is to surround it from all six sides.
