points cost for heavy weapons

Is it 2pts for each instance of heavy weapons - so 2pts for Impact and 2pts for melee?

My understanding is that it is a single PoA, thus costs only once, but applies in both phases.

Thats what I thought, but I wasnt sure - couldnt find anything definite in the rules - but again could just me being dense.
