Purchase Unit Issue - Only Affects New User Sanity

Using Tutorial 3 to illustrate. At the start of the scenario the 4 hexes where purchased units can "appear" are occupied by other units. The Purchase Unit function is enabled and a unit can be selected and the Purchase button clicked. The view returns to the map and nothing happens except the Prestige value is shown to be reduced by the cost of the unit. You can go back into Purchase Unit and apparently purchase another with no further change. When any of the exiting units is selected on the map the Prestige value display is restored to its correct value.
Presumably the correct behaviour is that the Purchase Unit option should not be enabled if no units can be purchased due to lack of any available deployment hex.
This has no effect on gameplay but can be confusing/annoying for a player new to the game who will not know where the deployment hexes are and will thus not realise that them being occupied is (presumably) the cause of the failure of the Purchase Unit function to do anything.
