Army Units - Editor vs. DAG

Why is it that the Scenario Editor does not use the exact same list of units as the DAG lists? Very confusing when you go to put a scenario together.
The editor largely shows the figures as they were modelled. In the DAG's the same models are often used in many different variations e.g. short spear/impact weapon, average/superior. By right mousing a BG in the editor any values can easily be changed.
