1.54 Early Vandal and Early Visigoth allies

These armies should be allowed two allied contingents instead of only one, This seems more consistent with the TT lists than the current limit of one ally. By comparison, the Dominate Romans are allowed two allies while their allied options are more limited in the TT lists. The Alemanni are allowed three allies from a similarly limited list of allies.

The Visigoths (Adrianople) and Vandals should also have the option of Ostrogothic allies instead of or in addition to Herul. Ostrogothic allies have LF archers avaialble in addition to the LF javelinmen that the Heruls have.

>> Ditto on the ally options. Also Heruls were selected at the only Ostrogothic Ally even though the TT list offer three tribal options. The options in the pC edition have to remain manageable and understandable to all and can never comply with all the quirks of all the options in the TT lists.
