During a recent pbem , Before Mar 1942 , since the Axis had successfully conquered almost all cities of Vichy France ,Spain had already joined the Axis . But When ally DOW Portugal on Mar 9th 1942 , it still appears the words that " Franco is shocked that Portugal is invated .........." Is this a bug ?

I can easily fix that so the message is only shown if Spain is not conquered.
