Norway invasion dud

Bunch of transports just sitting off Norway, can't land them.

Are you playing GS? Is so, are the transports in rough seas? You can only land from calm seas (i.e., fair weather).

Thanks. That was probably the case, however I got so frustrated I started a new game.
