I noticed that Norway seems a bit smaller than the original game. I used to hide my 2 subs behind two islands off in the northwest corner of the map in PG. The northern German naval units always seem to be dead by turn 2 at the latest since they are surrounded by royal navy units and can't join up with the southern units and there is no where to run them or hide. expanded sea might give them some room to run or hide.

That Northern part of the fleet is there to take attention to itself and not to units being disembarked so you could hide them.
There were some changes in stats for ships from then as well as level bombers naval attack but anyway those northern ships should not be crucial for victory.
