Core Blocked

In several battles most annoyingly in MOSCOW, it is impossible to replace lost core units causing higher losses as line thins.
Curious as to why. It's not ahistorical, but bad for game balance.

Thanks for reminding me.
I forgot to post this situation.
I was wondering if you had too many core units and we were waiting until it got to a certain level. Then we could buy a unit.

My attack on Moscow isn't stalled, it's retreating westward.
My core is now at 27 units with 8 LW and 1 Flak leaving. 18 ground units, 4 are Arty. 8 Inf, 6 Pz (3 lost to T-34 over run).
Prestige: 4882
