Port not Available?

The three French ports were taken on the previous turns and the U-boats sailed into them last turn. This turn, only two can receive upgrades. Brest seems to be unavailable.
Version al but a game started under aj.

Are the ports all damaged as much as each other?

I know ... I know ... lot's of information and two documents on the changes we've made; but from the
developers notes.
Port Damage. Ports that were captured were often damaged and had to be repaired before they became usable.
Captured ports are reduced to 0-stength, which means that they won’t be able to repair or upgrade naval units with red damage (0-1 strength).
Scorched Earth. The fighting in the east was brutal and without mercy. Both the Germans and Russians in retreat destroyed as much usable materials as they could over leaving them behind for the enemy to use.
Any Russian core city captured, or recaptured, will lose an additional 5-steps if above 5-steps or be reduced to 0-steps if at 5-steps or less. Damaged cities and ports regenerate at the rate of 1-step per turn.

See the red entry with the wrench and anchor? It shows that the port is at 0 capacity and is therefore non-functional as Ronnie has noted.

ah..i see..okay!..thanks for the help...it is a lot...i have a couple buddies here who played the original...i mention all these changes and they think it is just too much complexity...

Ports repair by 1 step per turn. Repair capacity is from 0-3 steps dependent upon the port damage. So it's actually a possible strategy for the Allies to bombard the French ports to prevent subs from repairing there. But subs can repair at sea (1 step per turn) so it's not that damaging to the Germans. The Germans can bombard Allied ports as well to prevent naval units from repairing there.
