Minor Country Generals

Seems like we are sorely lacking in the area of minor country generals!

Adding a few, even is only for the 'major' minors, e.g. Hungary, Romania, Finland, Spain, Turkey, Sweden, would encourage players to employ their forces in a more concentrated way – which is a bit more historical.

I'd suggest some pretty low-level generals – maybe 0-2 or so – that would appear free in 1942-3, and could only be attached to units of the same nationality.

The problem is that the game engine only allows for major powers to have generals attached to them. Probably because only major powers can produce units.

We've instead simulated the generals by bumping the minor power organization. E. g. Finland has organization tech 3, simulating Mannerheim.

Too bad...

Fair enough. How about an additional organizational benefit when minor country units are fighting on their own soil? To simulate the effect of local knowledge and resources, plus extra desire to defend the homeland?

Hmmm... by the time (e.g.) Romanians and Hungarians have been thrown back onto national turf, they might be ready to toss away their weapons and go home anyway. From what I have read, morale among the minor Axis allies (except for the Finns) really crashed and burnt after Stalingrad.
