Expansion in Restricted Zone

Reading the rules, it seems impossible to make an expansion in a restricted zone.
Could someone confirm me this ?

Stationary expansions are explicitly permitted. Assuming any required CMT is passed.

This rule also forbids a sationary contraction in the restricted Zone.
But what about a contraction with a 1 MU advace directly toward the enemy.
I had to rule this weekend and the argument hinged on the definition of a Advance in this rule as in 'Make an advance toeard the enemy"
I found where the rule book defines an advance as a movement listed in the Advances Section of the table in the book.
As contractions are in a different section of the table I ruled that an advance with a contraction was not an "Advance" as used in the wording of an allowed action.

completely agree - and how I will be judging it in the comp in western australia in 2 weeks.
the only provision for a conraction is if the BG ends its move further away (and not jsut with the contraction as this is not allowed under the "stay in place" dot point. They would have to contract and advance (away). easy for LH but more likely to require a test for some others

Expansion is permitted, since it is not a move that is prohibited

In the list of permitted actions, page 74:
"Remain in place. (It can expand or turn, but not contract)." That is what is called explicit.
