Victory Conditions for games that go to the end

Wondered if anyone can clarify the victory conditions for games that go the duration without a decisive victory. I have read the rules however had a result that would seem to be in contradiction to the rules. The opposition had 35/46 and I had 31/38. His percentage is 76.1% and mine is 81.6%. The results in the summary show a victory for him yet his percentage is not 25% better either in relative or absolute terms. Can anyone explain?

Pete if you are reading this not sure if you noticed this as well. Doesn't really matter a bit in this game as it was a friendly but would like to clarify the rule.

I have no idea what the official stance on this is. I personally view this as a draw.

Yes, it said victory to me but the game was clearly a draw because neither army had broken by the end. It is a bug that needs correcting.
