I think that hexes controlled by an axis minor that surrenders should pass to Germany and, if Germany has been conquered, to Italy. Right now can we get some strange situations where Russia conquers an axis minor and then gets control of a hex or two deep inside occupied France occupied by units of that minor on conquest.

We could do this for all hexes controlled by the axis minor on conquest or only hexes west of a certain column and in North Africa and Crete.

Maybe we can change the code so the conquerer only will get control of the minor power CORE hexes. All other hexes owned by the minor power will be changed to the controlling major power.

This means that e. g. if USSR conquers Romania then only Romanian core hexes will change to Russian control while areas captured by Romania will turn to German / Italian control.

Italy was a special situation because Germany occupied Italy at the same time the Italians surrendered. With the Axis minor powers these minor powers surrendered without the Germans actually being able to keep the terrain still under Axis control in the minor power. Some minor powers turned against the Axis (like the Bulgarians).
