Measuring wheels

This one has come up a number of times now and I seem to get a different interpretation from each learned umpire.
I am not knocking what is a thankless task but I would like to get a difinitive ruling that we can use from her on in.
If I wheel 90 degress with LH and then move forward do I:
a) Measure the wheel then add on the add on the streight move
b) Do I measure in a streight line from start to finish.
Could this be clarified in V2.

This question can be asked in 2 ways however.
If you "wheel" then advance thi is considerably less ground covered than a 90 degree turn and an advance (including up to a single wheel) which accomplished virtually the same thing.

True enough you waste a lot of forward move in a wheel that you don't if you turn 90 and move off, something I have had to point out to my opponent plenty of times in the past when he wants to charge me and has to wheel into me first. Seems he does not believe me when I point out he won't make contact due to forward movement lost in the wheel.

You can wheel and charge - you can't turn and charge. So that's one time you have to wheel, not turn.

And you may need to pass a CMT to turn and move, if you're even allowed to. You may be able to wheel having failed the CMT or without needing to take one.
