Air vs. Naval

My 1st impressions after 3 Norway playings is that air attacks are too weak vs ships and AA far too strong.
Euro-Flak was beyond mediocre on ships while the Luftwaffe happily chased the Anglo-French fleets away off Norway, then Crete. The exact figures are in Osprey's book on Norway but I recall the Brit AA killed less than 1% of attacking aircraft.
Also the German's never put up with the Allies improved 1943+ AA suites the US added. They just put radio controlled bombs on planes and launched them from outside AA range.
