Commanders Fighting in the Front Rank of an overlap?

If you have a BG with a commander that is in an overlap position in Melee can you declare the leader to be 'fighting in the front rank' for the additional re-rerolls on the overlap dice? Since the overlapping unit isn't being attacked back it is done at zero risk to the general.

I guess the negative is that he is tied up fighting in the front rank (unable to influence other checks and/or move away) until the melee they are contributing to is resolved.

(We had always assumed you could, then for some reason I went to look it up in the rules and some of the wording leaves me fuzzy on if it is really a choice for a BG only in overlap.)

The BG has to take two or more hits in order for a general to be at risk. If the BG he is with is only fighting as an overlap it cant take 2 hits and hence cant be killed.

He is not really tied up until the end of the melle as a BG fighting only as an overlap is free to move away if they choose to which would free up that general again.
