Do Fighters intercept at 5 strength and below?

Hi - I seem to remember reading somewhere that Fighters (and presumably Carriers) don't intercept when at strength 5 or below, but can't remember where - is this so? If this is the case, where can I find this information in the documentation? Thanks!

I don't know where you can find the info, but I believe fighters don't intercept at 4 steps and below. I'm almost positive I've seen the intercept at 5 steps.

BTW I think this is the thread I saw where I first read about the fighters-not-intercepting-under-5-strength rule: viewtopic.php?t=18207

It makes sense, I think, as helps to stop weak fighter units from effectively commiting suicide.
