Pre-Battle Initiative Modifiers

Reading from the TT rules, page 138, the Pre-Battle Initiaitve mods are:

+2 CiC is Inspired
+1 CiC is Field
+1 Army has 10-24 bases of cavalry, light horse, camelry or light chariots, excluding commanders
+2 Army has more than 24 bases of cavalry, light horse, camelry or light chariots, excluding commanders

First question - does the PC follow the TT in this? If so, are bases in the TT equal to BGs in the PC for counting numbers of cavalry, light horse etc. I played a game in which the Scots/Irish had 12 light chariots and received no +1 for this. In this case two of the light chariots were commanders, so is this why no +1 was received? As one of the CiC was a filed commander, the army did receive a +1 for this.

Second question - should the PC follow the TT in this since the new version has adopted the map choice system (which I think is a positive step)? Armies which do not have the ability to many mounted troops will not have a chance to choose unless it is lucky in the die roll. I suggest that, in light of the change in choosing maps, a new system should be considered. I propose the following:

+3 CiC is Inspired
+2 CiC is Field
+1 army has more than two commanders
+1 army has more than 12 BGs of light foot, light horse, cavalry, camelry or light chariots, excluding commanders
+2 army has more than 12 BGs of light horse, cavalry, camelry or light chariots, excluding commanders

I think armies should be rewarded for paying for more commanders and light armies without mounted troops should have some benefit for scouting and initiative.
