Consider a unit of Byzantine Skoutatoi, front rank spear, rear (2nd) rank bow.

Question:

Can the bow fire in the normal Shooting Phase as would any other unit; or are they limited to support shooting in the Impact Phase?

Yes, they can fire in the Shooting Phase. This is covered in the first paragraph of P91.
