In the first example you turn 2 bases wide either left or right. Your BG is 2 ranks deep even though the second rank is not complete.
In your second example the BG could in theory turn to the right as there would be room, but would need to comply with the rules for the restricted area of the enemy base depending on its facing.
If it becomes relevant in charges, you play the 2nd rank base where it is, not where it could theoretically be. The owning player cannot move it other than as part of a formation change or feeding in melee, and the charger certainly cannot reposition enemy bases for their own convenience.

that 's how I play this actually. But why in some case you take account with the position of the base and some you don't ( you cannot turn 180 ° because of the ennemy base, but this ennemy base cannot charge the rear because the base is not at the good place. ) In some case we said that the base is anywhere on the rear ( for turning) and some other she is only here???? little bit cheesy ??

Why can't the enemy base charge the rear? I assume both are facing the top of the page.

Before moving the ennemy base to the rear of the CV BG, I haven't got the distance to charge unless the rear base of the CV BG is one the left of the Bg and not on the right. So I move to cancel the 180 turn?

Interestingly FoG:R addresses this issue. If an enemy BG stops you from making a legal formation change - you just move it out of the way! Excellent eh?

good point . perhaps in fog V2 too.
But I prefere to say that : " treat all incompleted rank as they are completed unless there is only one of course " for all purposes (manoeuvre, mouvement, charge , evades, routing, shooting, etc.... ) .
