Evade and attack in same turn?

OK, I may well have screen shots to explain this tomorrow, it's 02:20 and I can't face another 20 mins to get 2 screen shots.
Here's the situation I observed...
It's my opponents turn. Some Disrupted MF are in melee with 2 lancers. They attack, get hammered and rout. The lancer attacked persues the routing MF. This takes the router through some archers. The lancers contact the archers and they evade. The opponent then moves the archers that have evaded (they even have a circled E) and attack with them.
Should a unit that has evaded be allowed to move and/or attack?
