To demonstrate my limited computer skills how does one download the flags and resize them etc?

Just left click the flag you like
press copy
open up a microsoft word document
paste the flag to the word document
then left click the flag, you should get a border around the flag
then goto the bottom right circle, left click and drag the circle to the new sixze required
