Negative PP Expenditure

Hi,
The following is something is fast becoming my pet peeve playing the game. Some PP usage is allowed only if you have positive PPs and stay away from negatives after the act, some usage is allowed having positive PPs but ending up with negatives and other allow outright negative expenditure. No, this is not the peeve and the feature is fine and dandy. The peeve is that above leads into a situation where you must first do "regular" PP expanditure and keep expanditure that allows negative usage to the very end of the turn.
The above isn't that big of a problem playing Allies(still a minor annoyance for them, too). But playing Axis with its Axis Minors' units is just bloody tedious if you want to take advantage of the flexibility the feature gives you.
The order in which you spend your PPs shouldn't determine how deep into the negatives you can go. Now if only the PP usage that allows negative usage would build up a buffer when spent while you're still in the positives. This buffer could be used to stuff that doesn't allow negative usage even if you're in the negatives. This way the order of usage wouldn't matter. And you could concentrate on strategy and enjoying the game instead of worrying if you screw up the PP usage order and shoot yourself in a leg.
