Scots Covenanter: England '44???

When the list states "Foot and Horse minima must be adhered to, but otherwise any troops may be selected," does this mean:

a) otherwise any troops may be selected from the Parliamentarian list?

or

b) otherwise any troops may be selected from the Covenanter and/or Parliamentarian lists?

And, do I have to follow Covenanter minimums (4 horse + 2 frames + 24 foot (from the In England in '44 box below the bit about the Parliamentarians))?

(b) and yes, of course, would be the answers.

Covenanter in England in 1644 must have minimums from the Covenanter list - and for England in 1644 the foot are from the Spacial Campaigns section as the main section foot specifically excludes England in 1644 - and if Parliamentarian troops are taken the minimums of Foot and Horse from that list must be taken as well. After that it is any allowable troops from the Covenanter and parliamentarian lists, with a max of half the armies points being spent on Parliamentarians.
